Who’s Eligible for the Covered Connecticut Program?

Created by the State of Connecticut and administered by the Connecticut Department of Social Services, the Covered Connecticut Program offers eligible individuals medical and dental benefits as well as Non-Emergency Medical Transportation for $0 a month! The Covered Connecticut Program may benefit people who have recently lost coverage through HUSKY Health/Medicaid or can’t afford health insurance.

You must be a Connecticut resident age 19-64 who:

  • Meets household income limits (see chart below). Based on 175% of the Federal Poverty Level.

  • Does not qualify for HUSKY Health/Medicaid.

  • Is eligible for an advanced Premium Tax Credit (APTC) and cost-sharing reductions.

How it Works

To join the Covered Connecticut Program, you must enroll in a silver-level health plan through Access Health CT and use 100% of the advanced Premium Tax Credit (APTC) available to you.

Once you enroll, the state pays for your covered costs. These include:

  • The plan premium, which is the monthly amount you would pay after your tax credit.

  • The amounts you pay for covered services when you use the plan, like copays and deductibles.

  • Dental benefits and Non-Emergency Medical Transportation benefits offered by the Connecticut Department of Social Services.

You may qualify for the Covered Connecticut Program if your household income has changed. Simply update your application on Access Health CT with any recent changes to your household information.
